Guidelines for grading

When you agree to mark locally administered written examinations, you are obliged to maintain confidentiality about the marks awarded.

Important documents for the grading:

  • Assessment guidance which you will find in the examination guidelines
  • User guide for grading in PAS - exam, which can be found on the website Grading exams (udir.no)
  • In the subjects where there is an examiner's guide and/or assessment form, these can be found either in the exam guide and/or in PAS.

Only the head teacher (for pupils) and the county council (for private trainees and those with an apprenticeship in a company) can decide whether the candidate has cheated, cf. Section 9-42 of the Education Regulations. If the examiner suspects that the candidate has cheated on the exam, the examiner must report this to the county authority responsible for the subject. The examiner must grade the submission based on the rules for assessment in the Regulations to the Education Act.

By logging on to the website of the Norwegian Directorate of Education or clicking on the link PAS - exam , the examiner gets access to:

  • contact information for co-examiner
  • the exam paper
  • overview of all answers to be assessed as well as contact information for the school
  • information about the answer is delivered digitally or on paper
  • to download digital answers the day after the exam has been held
  • to perform a plagiarism check
  • to set a mark

Information about access to the PAS exam will be sent to the examiner by e-mail in connection with the appointment letter.


Answers

All submissions must be digital in PAS. Either by writing directly into the new exam and test system, or by scanning and uploading submissions to PAS.


Set character proposal

The examiners must individually register their mark proposals in the PAS exam for all answers, before they, in consultation with the co-examiner, agree on and register a final grade.


Set final grade

Only when both examiners have set their grade proposals and confirmed in PAS - Exam, they will be able to see each other's grade proposals and set the final grade. This can be done either by phone or by the examiners meeting. Joint grading sessions are not held. If the examiners agree to meet and this requires travel, this must be agreed in advance with the client. The final grade is entered in the PAS exam. Only the second examiner has access to register the final grade.


Disagreement about grading

If the examiners do not agree on a final grade, the second examiner makes the decision, cf. Section 9-33 of the Education Regulations.


Missing answer

If an answer is missing from a candidate who is listed as having participated in the PAS exam, the examiner must contact the relevant school/county council. Contact information will be available in the PAS exam.


Censorship deadline

The censorship deadline is stated in the assignment letter and must be observed. You will also see the deadline for setting the final grade in PAS when you are logged in.


Fees

From 01.01.2025, the counties have common fee rates for grading assignments through the national collaboration. The fee is paid by the county responsible for grading.

Framework for remuneration of grading in the national collaboration:

Exam length: 4/5 hours

Preparation time: 6 hours/7 hours

Time per answer: 26 min./28 min.

Minimum fee (1-4 responses): Equivalent to 5 submissions.

No attendance: If there are no responses, the assignment is canceled.

Fee rate: The fee is calculated on the basis of an associate professor with additional education and top seniority. The fee follows the negotiated salary development at any given time.

Note: Oslo municipality is a separate negotiation area and has its own rates.

Complaints handling

In the case of appeals against locally administered written exams, each appeal must be dealt with by an appeals board appointed by the state administrator, cf. section 10-7 of the Education Regulations.

Students who have taken a written exam are not entitled to have their grade explained. However, once the grade has been determined, they are entitled to receive a copy of their own exam answers and any guidelines prepared for the examiners. See section 10-3 of the Education Regulations.

Nor does the Appeals Board need to justify its decision. See note to the Training Regulations §10-7

Subject codes

Most subject codes within avionics, aviation and space technology are not included in the national cooperation. Subject codes AVI4003 and AVI4030 are exempt.

Assignment production

As an assignment producer, you must familiarize yourself with the Framework for locally administered written exams. You will need training in the examination and test system. The responsible county council will provide training and guidance, but you should also be expected to train yourself by working in the system. There is a user support service that both task producers and the responsible county council can use. If, as a task producer, you need access to the user support service, contact the county councils that have appointed you as a task producer.

Exam questions and exam guides must be prepared for all subject codes with registered candidates by the registration deadline.
